4.6 thousand cases due to non-payment of salaries in Ukraine for 8 months - Opendatabot

As reported by Open4Business, in Ukraine for January-August 2026, 4,621 enforcement proceedings were opened for the collection of arrears from wages, which 16% less than in the same period last year, when 5,470 such proceedings were registered, according to the data of the Unified Register of Debtors, analyzed by Opendatabot.
Despite the reduction in the number of new proceedings, the total volume of unresolved wage arrears remains significant. As of September, there are 35,922 active proceedings related to non-payment of wages in the Unified Register of Debtors.
Part of the debts remain unresolved for many years. In particular, 1,957 active proceedings were opened in 2017 and have not yet been closed.
New proceedings were opened against 311 companies in January-August 2026. Of them, 144, or about 46%, are private enterprises, 117 belong to the state, and another 50 to territorial communities.
Thus, state and communal companies together account for more than half of the enterprises against which new executive proceedings regarding wage arrears were opened this year.
Opendatabot generates statistics on the basis of the Unified register of debtors, which includes executive proceedings after the relevant decisions have been issued about debt collection.
