Ukraine has the lowest minimum wage among European countries covered by Eurostat

Ukraine maintains the lowest level of minimum wage among European countries with a state minimum wage, which are included in Eurostat statistics.

As of July 1, 2026, the minimum wage in Ukraine in conversion is EUR169 gross per month, according to Eurostat data.

Moldova is second from the bottom with a minimum wage of EUR313, while in all other countries covered by the study, the figure exceeds EUR500.

For comparison, in Albania the minimum salary is about EUR517, in Bulgaria - EUR620, in Turkey - EUR621, in North Macedonia - EUR624, in Montenegro - EUR670, in Serbia - EUR743.

At the opposite end of the European ranking is Luxembourg with a minimum salary of EUR2,771 per month. This is followed by Ireland, Germany, the Netherlands, Belgium and France — in all these countries the minimum salary exceeds EUR 1.8 thousand.

During the comparison, it is necessary to take into account that Eurostat gives indicators in euros and in gross monthly equivalent. For countries that do not use the euro, the amounts are converted at the exchange rate at the end of the previous month. Therefore, a change in the exchange rate of the national currency can also affect the country's place in the rating.

In general, Eurostat takes into account 22 EU states with a national minimum wage and seven candidate and potential candidate countries, where such an indicator is set at the national level. At the same time, Denmark, Italy, Austria, Finland and Sweden do not have a single state minimum wage.

Below is the complete ranking of minimum wages in Europe as of July 1, 2026 — from the largest to the smallest, gross per month in euros according to the Eurostat methodology.
