Ukrainians buy smaller and older apartments than sellers offer - NBU

On the Ukrainian housing market, the gap between what buyers most often want to buy and what sellers offer is widening, according to the June report on financial stability of the National Bank of Ukraine.

According to the regulator, the average area of a purchased apartment remains at 48 square meters. m, and the house - about 70 sq. m. m. At the same time, the structure of the offer is still dominated by more spacious apartments: their average area exceeds 65 square meters. m.

The discrepancy is also noticeable in the age of housing. Buyers more often choose older and, accordingly, more affordable apartments. In Kyiv, the median age of the purchased apartment increased to 33 years, in the western regions - to 39 years. In the advertisements, on the contrary, almost two-thirds of the apartments are offered in buildings built less than 15 years ago.

The National Bank of Ukraine notes that such discrepancies between supply and demand restrain activity on the market. Buyers are more interested in smaller and cheaper homes, while sellers and developers are more likely to offer newer and more spacious properties.

This trend is important for developers as well. Budget facilities are more often built in the western regions and suburbs of Kyiv, while business class projects prevail in the capital. But wartime demand shows that the average buyer often needs a compact and more affordable product.

In the second half of 2025, residential construction revived: in in most regions, the project areas of multi-apartment buildings, where construction, have started, have noticeably increased. In Ukraine, in general, this indicator has increased one and a half times in a year, and in Kyiv - more than twice.

However, the NBU notes that developers, as before, largely finance the completion of existing complexes and new projects with their own funds. Banks are reluctant to lend to the construction industry due to high risks.

The main conclusion for the market: the further recovery of sales will depend not only on the incomes of the population, but also on how close the offer will be to the real demand - in terms of area, price, age of housing and the level of risk for the buyer.
