AMCU has launched a competition study on the fuel storage market

The Antimonopoly Committee of Ukraine (AMCU) has started a study of the state of competition in the markets of storage of petroleum products and related services, reports enkorr with reference to the committee's request to one of the market participants, which is at the disposal of the publication. In particular, operators must provide information on the volumes and cost of storing gasoline, diesel fuel and liquefied gas, the capacity of warehouses, the list of customers and related services," enkorr noted.

The committee is also interested in the technical characteristics of oil depots: the capacity of the tank park, the capacity of railway and road overpasses, equipment for controlling the quality and quantity of fuel, the possibility of prompt repurposing of tanks for different types petroleum products.

A separate block of research concerns the geographical boundaries of the market. AMCU requests fuel transportation distances from oil depots to customer gas stations, the geography of counterparties, the share of rail and water logistics, as well as a list of competing oil depots within a radius of 100 and 150 km.

"In addition, the committee will analyze pricing in the market. Operators must report on storage tariffs and related services, the practice of granting discounts to large customers, the share of the three largest customers in storage revenues and their possible influence on tariff policy," the publication reported.

The committee also studies barriers to market entry and collects information on damage to tank farms, railway infrastructure and bulking systems, the cost of their restoration, and logistics problems.

Another block concerns minimum reserves of oil and oil products (MZNN). AMCU is investigating whether oil depot operators plan to work as operators of minimum reserves or responsible custodians, as well as how the introduction of the MZNN has affected their activities.

As part of the experiment on underground fuel storage introduced by the government, the committee is also interested in the availability of underground storage facilities and plans to build new facilities.
